A descriptive research design which incorporated quantitative and qualitative approaches was adopted to investigate motivation factors that influence library staff’s performance. A survey was carried out with 148 respondents including ordinary library staffs. In addition, in depth interviews were carried out with head library staffs. Data was analyzed by using descriptive statistics of SPSS package. The study revealed that the motivation for persons to join the library management profession was job security and absence of job alternatives but salary was a low consideration. The study further revealed that the majority of library staffs were motivated by intrinsic factors, while a small percentage by extrinsic factors despite the fact that salary was inadequate. Furthermore, although not all extrinsic motivation factors (such as free meals, regular salary payment, leave of absence, free accommodation and weekly allowances) were available to library staffs, the majority of library staffs were concerned more about the inadequacy of current salary levels to meet their basic needs. The study recommends immediate increase the salary of Library Staff to match increases in the cost of living, provision of accommodation to library staffs and strengthening of supervision. The study also suggests areas for research and these included but not limiting to investigation of innovative library staffs’ motivation strategies, students’ satisfaction with relation to library staffs’ performance and extension of the same study of other regions in Nigeria before generalization of results.

CHAPTER ONE
INTRODUCTION
1.1 Background Of Study
Library staffs are very important in the developing the future of student and the academic sector in Nigeria. The library management profession is one of the least respected professions in Nigeria today as it is the case in most developing countries of the world. Library staffs from all ramifications are the builder of a nation hence they educate the youth that will later sustain the growth or the nation. This important role which the library staffs play is not adequately compensated. If not for recently when the federal government had introduced some fringe benefits or remunerations such as the new salary structure called "elongated salary", housing and transport, utility. Rent and leave allowances for all workers in the country, library staffs would have remained very poor. These remunerations are added incentives to motivate and encourage library staffs to put in their best for a better attitude to work, which will lead to high productivity and efficiency. Unfortunately, these remunerations arc not so regularly paid to library staffs as their counterparts in other employments. This usually leads to incessant strikes in the school system. According to Mbipom (2000:115), both staff and students have lost much time due to strikes for better conditions of service. Accordingly, as long as the hydra headed examination malpractice is around nobody seems to mind. The resultant effects arc found in the half-baked and ill-equipped product turn out from the school system annually.

On the other hand many library staffs do not accept best attitude to work to enable them.

Library staffs have little or no interest in their jobs and are not dedicated to their work anymore. This deteriorating trend in all work of human life is observed more in urban areas where the degree of sophistication seems to dedicate the evil pace.

Shagari (2002) observed that the attitude of Nigeria to work is the worst in the world and that if only every Nigerian is prepared to do an honest day’s work for an honest day’s pay, Nigeria would achieve wonders in every sphere of human endeavour.

Library management which everybody recognizes as a noble profession since ages, has been the talk of the town, the average man in the street presently laments over apparent fall in standard of education in the our society which they usually attribute to the library staffs attitude to work; because to poor attitude to work by library staffs the standard of education is falling daily.

1.2 Statement Of The Problem
Library staffs are essential for developing the future of students. Achievement level of students is directly related with the effectiveness of library staffs. But a main problem exists in the Public schools in Nigeria, due to which performance of students is declining. A large number of library staffs are incoming and leaving in the Public schools. Due to this reason, library management has become a revolving door occupation. Moreover, a large number of library staffs are switching to other non-library management jobs. Due to this, shortage of competent library staffs is happening. Schools are fulfilling these positions with ineffective library staffs. This turnover of competent library staffs and fulfilling of these vacant positions with inefficient library staffs decrease the standard of instruction & due to low quality of instruction, student’s performance is declined. Excessive library staff’s turnover has a deep impact on the achievement level of students. This excessive turnover is capturing the attention of education research and development. The main goal of educationalists is to know about the reasons of excessive library staff’s turnover. This problem is not only prevailing in Cross River state but also the same situation is prevailing in the other cities of Pakistan as well as in other countries.
